Monarchies emerged as one of the first centralized governments in antediluvian times. While the monarch had absolute power, he or she administered local and regional duties to members of the governing body. Ancient Chinese, Greek, Roman and the United Kingdom ran successful, vast and long-reigning empires on various centralized government-based systems. In the growth of governmental systems, the distribution of powers between central and local authorities is more likely to be determined by expediency than by the desire for logical consistency. Practice may be, and of course often is, determined by theory, but when the interests of the dominant class cannot be reconciled with generally accepted doctrines, theory is certain to yield to practical considerations.
Confederate leaders claimed that slavery would prove a strength in wartime, but it did not. To the contrary, enslaved men, women, and children seized the opportunity the war offered to make their own history, turning the war to save the Union into a war of liberation. One Confederate officer complained that the South was waging war with the Union army in front and “an insurrection in the rear,” advising the leadership to try to win the loyalty and military service of the enslaved with promises of freedom. The Davis administration would belatedly make some abortive efforts to recruit enslaved men to save the slaveholders’ republic, one telling indication of how incoherent the national project had become. But it was the U.S. government and armies that won enslaved peoples’ allegiance and service—securing, in return, the Emancipation Proclamation, the Thirteenth Amendment, and the defeat of the Confederacy. Americans are now debating the fate of memorials to the Confederacy—statues, flags, and names on Army bases, streets, schools, and college dormitories.
All of them believed that people have certain unalienable and inherent rights that come from God, not government, or come simply from being human. They also believed that when people form governments, they give those governments control over certain natural rights to ensure the safety and security of other rights. Jefferson, George Mason, and the other Founders frequently spoke of the same set of rights as being natural and unalienable. To assess the effects of centralized government on political empowerment among racial minorities, this article examines how state takeovers of local school districts have affected black and Latino descriptive representation on local school boards. The main benefit of a central government is a higher and more direct control over tax collection as well as other forms of government revenues and government spending compared to decentralized governments. Due to the centralized power, the government planning and strategy is more cohesive and capable of promoting a common culture in the country. A central government tends to maintain a higher level of national security and is responsible for all the laws and legislation as well as for international diplomacy. The Articles created a sovereign, national government, and, as such, limited the rights of the states to conduct their own diplomacy and foreign policy.
National statistics and local measurements can be completely different phenomena because of the specific environment in which each library operates. But rather than trying to choose either one or the other, it is more reasonable to take both into consideration. This book is intended to provide inspiration for those who are attempting to measure and evaluate at the local level. However, in order to win support and motivation, questions need to be formulated that are related as closely as possible to each specific library.
As a matter of fact, however, the concentration of economic control was no more designed to augment the wealth and income of the masses than the centralization of political power was designed to increase popular control.
